Items that are acceptable include: oil, paints, stains, paint thinner, drain cleaners, varnishes, photographic chemicals, nail polish removers, oven cleaners, toilet bowl cleaners, rechargeable batteries, kerosene, gasoline, radiator chemicals, auto body chemicals, fuel additives, car battery acid, camping stove fuel, fluorescent bulbs, insecticides, herbicides, fungicides, rat poison, pool chemicals, and moth balls. Items that are NOT acceptable are tires, ammunition, gunpowder, flares, or radioactive materials. Due to budget cuts, the Town of Franklin Transfer Station will now only be open on the first and third Saturday of each month (excluding holidays) from 8:00 a.m. to 12:00 noon.

For the month of July 2009, the Office of the Tax Collector will be open Mondays, Tuesdays, Wednesdays, and Thursdays from 9:00 a.m. to 1:00 p.m., and on Tuesday evenings from 6:00 p.m. to 8:00 p.m.

BREAKING NEWS FROM THE OFFICE OF THE TAX COLLECTOR:
My office now has an arrangement with the Official Payments company, which means that you can now pay your taxes online with debit cards, credit cards, and e-checking. Please go to the "Pay Taxes Online" tab on the left side of this page. You will also soon be able to make payments through debit cards, credit cards, and e-checking in person at my office; however, as of January 27th, I am still waiting on the machine's arrival. The Town of Franklin has completed the State mandated 2008 revaluation and has sent notice of the new assessment to property owners. A listing of property values will be posted in Franklin Town Hall, the Town Library and on the Web. The web address is (www.franklinct.com). This listing will provide the new assessed value for each property. Compare the assessment of your property to that of the other comparable properties in your neighborhood. Remember that the purpose of the revaluation is to ensure that each and every property is assessed in the same relationship to every other property in Town.

Property taxes are determined by using a "mill" rate. A "mill" is equal to $1 per each $1000 of assessed value. For example, if your assessment is $100,000 and the mill rate is 16 mills, $16 x 100 (1,000's), your property taxes would be $1600. Or .01600 X 100,000.

The mill rate in Franklin for fiscal year 2008/2009 is 23.00. The new mill rate for fiscal year 2009/2010 won't be established until the Town approves the new town budget in the spring for the coming fiscal year. Do not multiply the current mill rate by the new assessment. It is expected that the 2009/2010 mill rate will decrease. Once the budget is approved, all outside estimated revenues (ex. state grants, fees, etc.) are deducted, leaving the balance that must be raised through taxes. This is the Tax Levy. The total amount of the Assessed Value of all taxable property, called the Grand List, is divided into the new Tax Levy providing the new mill rate. The last revaluation in 2003 resulted in a mill rate decrease from 26.30 to 20.63.

If you wish to dispute your assessment, you may schedule an appointment with the Board of Assessment Appeals. They will begin taking appointments in February for hearings to be held in March of 2009. The taxpayer must:

* Submit a written application for appeal to the Board of Assessment Appeals, on or before February 20, 2009.

* Appear, or have his or her attorney or duly authorized agent appear, before the Board at one of its meetings (S12-113).

* Be sworn, or have his or her attorney or duly authorized agent sworn, before the Board, and answer all questions concerning his or her taxable property in town (S12-113).

The written appeal shall include the property owners name, name and position of the signer, description of the property, which is the subject of the appeal, name and mailing address of the party to be sent all correspondence by the board, reason for the appeal, appellants estimate of value, signature of the property owner or duly authorized agent of the property owner, and the date of the signature (S12-111). If any of the above items are missing, or if it is received after the February 20th deadline, the appeal may be rejected.
