Call to order: Chairman Richard Handfield called the meeting of the Board of Finance to order at 7:30pm.
Members Present: Richard Handfield, Susan Dombrowski, Richard Weingart,
Nancy Heinoen and Thomas Craney.
Members Absent: Rudolph Bourbeau
Alternate Members Present: Veronica Calvert, Roland Mihok
Alternate Members Absent: none
Veronica Calvert was seated for absent member Rudolph Bourbeau
Recognition of Visitors:
Richard Matters, First Selectman; Peter Calvert, BOE Member, Stephen Pulaski; Assist. Fire Chief, FVFD
Additions to the Agenda: none
Approval of Minutes:
June 8, 2010
A correction was made on PG 1, 5a. The correct amount should have been
$ 122,212 that would be going back into the General Fund. Another correction was made on PG 2. The mil increase would be .25 %, not 0%.
Nancy Heinonen made a motion to approve the minutes of June 8th as amended.
Thomas Craney seconded the motion.

June 14, 2010
Nancy Heinonen made a motion to approve the minutes of June 14th. Thomas Craney seconded the motion.

June 21, 2010
A correction was made on PG 2 regarding the statement from Mr. Matters, a line should be omitted, Clean Energy would appropriate up to 80%.
Thomas Craney made a motion to approve the minutes of June 21st as amended. Nancy Heinonen seconded the motion.
Voice Vote: Unanimous Motion passed
Review of Reports:
Tax Collector’s Monthly Report:
Chairman Handfield stated that 98.61 % of taxes have been collected. The Tax Collector received an additional amount of $126,904 in collected taxes.
Treasurer’s Monthly Income Report: none.

Selectmen’s Monthly Expenditure Report:
Mr. Matters reported on the Town side, they were approximately
$ 70,000 under budget. On the School side, it was approximately $ 131,000 over budget.
Chairman Handfield was told by the Bookkeeper from FES the amount over budget was really $ 78, 858. Discussion followed.
First Selectman’s Report: none
Old Business:
Possible School Deficit in 09-10 Budgets.
Chairman Richard Handfield addressed the BOF the FES budget was over by $78,858 as told to him by the Bookkeeper from the School. It was apparent that in January or February of this year two Special Ed students came to FES and the cost was possibly overlooked.
Discussion followed. Members were concerned that the Supt of Schools misinformed the public about the budget that there needs to be better communication between the BOE and the BOF in regards to their monthly expenditures. The Auditor, Mr. Rusilowicz will be available in August and he will look into the matter to see where the problem lies.
Mr. Handfield stated he would get in contact with Brian Mahoney from the State to look into the matter. Several members suggested the BOE give a monthly expenditure report to the BOF to inform where the money is being spent each month.
Thomas Craney made a motion that the BOF send a letter to the BOE to have either the Supt of Schools and/or BOE Chairperson to present an expenditure report each month at the BOF meetings, set in the same format as the First Selectman’s presentations.
Nancy Heinonen seconded the motion.
Voice Vote: Unanimous Motion passed.
